This isn't true at all. Most cats, dogs, and other animals are above fluffiest because they have something to offer when it comes to useful evolutionary traits. Cats are strong for their size. They are quick, coordinated, and excellent hunters. Dogs are considerably strong and relatively intelligent. They know how to travel in packs and hunt for food. In my mind, these qualities are what redeems them.
It's the animals like "yippy" small dogs, and guinea pigs that I would associate most with fluffies. The only reason animals like that exist is because some people find them cute.

They are puny, really really puny, bar a few outliners, and can't interact with the world beyond the crude manipulation options of mouths and hoofs. And since they are fragile as fuck, anything abrasive or remotely dangerous will fuck them up bad.
Their sentience is pretty much rendered useless by their terrible physical forms. I have wondered how a fluffy with a robotic body would fare, if you can overcome the physical frailty, then their interactions with the world would be quite interesting.

The fluffies aren't quite that stupid, as litterbox training is the very basic requirement of letting a fluffy roam free in the first place. Quite often the bad sides of fluffies get over-represented because some people who wish to abuse them want to feel justified while doing it and therefore wish to paint the fluffies in as bad light as possible.

I've had a few ideas for a games.
A fluffy survival sim would be nice. You play as a feral.
Another is fluffy pet shop where you have to run a pet shop and sell fluffies and either try to lead the public ot hate them (abuse) or love them (Hugbox).
AFter beating it you open up a "Sandbox" mode which plays kinda like nintendogs with a fluffy.
I would also tottally work in the three great fluffy stories into the game too.
