The mission paper hasn't been published as no one was interested, I do have a published paper on Objective Europa but I'm hesitant to post that here as it has my name on it.
VASIMR is cool I just worked on a reworking of it, still waiting for a responce as they showed some interest.
As for the lasers it would be an array in orbit not on the ground, data trasmission is one of dozens of problems not yet figured out as the probes would be too small for conventional equipment. An idea to use the photon sails as an amplifier have been proposed.
