I don't think so. I just think there's an IP address filter of some sort. If I were Microsoft, worried about a dedicated effort to effect the bot's "knowledge base" of captions and results, I'd have some sort of rule to disregard any results from any IP address after it's submitted two or three.
That way, 100 normies who each submit 1 picture of cellphones or skateboards would have much, much more effect than 10 /b/tards who each submit 10 photos of blacks.
If that is the case, we could work around it by using Tor and taking a new public IP each time we submit a post, but I'm not certain enough that it is to take the time and effort to do that.
