Welcome to New York definitely does sound it would've been better for a Tour Video. It honestly feels a lot more generic and less intimate than a lot of her other songs on the album, so tour footage is a good fit.
Guess she couldn't avoid making a tour video. She already decided to go a break and I'm pretty sure 1989 tour was much shorter than her previous tours, so probably didn't wanna take the effort in recording yet another video especially this long after the album release

In comparison the Red Tour lasted until June 2014, with Shake It Off being released in August 2014, barely any time inbetween. The 1989 tour ended in December 2015, 7 months earlier than the Red tour.
