You set up several establishments that you frequent. 90% of them you never ever touch anyone from.

Then from that 10% pool, you find someone to off. Don't go there looking to off someone, just wait till someone comes in that is off-able and discretely watch them, find out their pattern.

With maybe 5-10% of your victims you could even engage them in conversation sometimes, but never too frequently or you establish a link for police to feel suspicious about.

Then you wait for your chance. Unless you're a hit man you shouldn't go around every day looking to kill, you should use finesse and kill if an opportunity arises.
