If they were bigger stronger and hit harder, there person on the receiving end would also be bigger and stronger than the rugby player. This means, two big strong guys hitting each other is the same effect as two weak and feeble guys hitting each other.

The only reason you would need pads would be if you had a really big and strong guy hitting a much weaker guy.

Having played both sports, I know this isn't the reason we wear pads in football. The tackling style is completely different and much more aggressive in football than rugby which is why pads are needed. Also, hits occur at much higher speed and often between players of very different physiques. Whereas rugby players are all mostly the same build because the various positions aren't as diverse in nature as those in football.

Having said this, skilled positions in football are very tough to master. Being tackled in rugby is a lot more painful and overall, rugby players are without a doubt tougher. Just look at them after a full game, broken fingers, broken nose, missing teeth. Cuts and bruises after every single match.

Football: Huge linemen who batter each other/qb who had to think fast and have amazing throwing skills/db's who have to be agile and quick with great tackling abilities/kickers who have their own special skill and not much else/receivers, again, very specialised etc.

Rugby: Hybrid between lineman and linebacker. Everyone on the pitch has to be able to tackle like a pro and they're all the same build roughly.

Football is more technical. More set plays and WAY less stamina required.

Rugby skillset is very different and imo requires much more stamina and pure grit.
