I use the pilot g-tec c4 pen (pic related) it works really well, you can press down as hard as you want, write at any angle, and always get the same fine line thickness, one complaint though, there is no grip so you can hurt your finger if you use a death grip on it for too long.

I know I can't name a better pen. I literally refuse to write with anything less. I own over 100 of these in may different colours but almost exclusively use black. It's great for quick notes and good enough quality to write a decent-looking penned letter.

Also, there are a lot of people out there producing pen bodies that are meant for one or more specific types of refills. I have a couple for Fisher refills, which write pretty well.
