The problem depicted in the image would be a silent one. There would be no "noise." The rotor wouldn't even turn, it isn't a part of the wheel assembly at that point. It would simply not stop, braking at cruising speed would feel like the car was making a sharp turn, but it wouldn't make a sound.

I'll be the faggot that gives you a serious answer: the brake pad wore out, exposing the caliper which grinded it's way through the rotor. There would have been terrible noise for a helluva lot longer than a few days.

I can't even figure out how that outer ring of rotor metal is staying on, unless the brakes are on and have stayed on the entire time they were wearing through the rotor.

My family owns an auto garage and this shit (haven't seen this specifically) is actually pretty common. It's a brake system. The circle is a rotor. The pad (shown on the left of the picture latched onto the circle) works by clamping onto the rotor to slow the roll of the wheel. The rotor is not supposed to a ring like shown here. It's supposed to be a disk. The pad has worn through an entire section of the rotor meaning that the person has not taken care of their car and has needed new rotors for a super long time and new brake pads for even longer. It's a joke about how women don't take care of their cars because the brake system is absolutely shot and has been for a very long time.
