The apostles and other followers of Jesus created individual books. Then the early church collected the books that fit with their specific view of Christianity, leaving out others, then compiled it into the bible, though not all bibles contain the same books in the same order.
Before that, the old testament was passed down by priests and story tellers, getting grander with each passage until it got written down.
