missing info for lamp one makes it unsolvable. assuming same stats as lamp two puts no voltage drop across rb, making 0 ohms. voltmeter reading 6 volts. assuming infinite impedance on the voltmeter that puts 6 amps through ra with a 9v drop. so 1.5 ohms. no mesh or nodal analysis required.

If lamp2 is 6V 3A it is 18W (P=U*I) so if you want lamp1 to take the same amount of power you can make RB = 1ohm (3V and 3A)
then you have UA = 15V - (UB+Ulamp2) = 6V
Ulamp1 = 15-Ua = 9V IF lamp1 is also 18W you have a current of 2A trough it which makes Itotal = 5A (3A from lamp2+RB)
