if they are directly on the lense, its the top layer (further away = lower layers in photoshop)

If the lens is dinged, there's nothing you can do, maybe change it.. It is dirty underneath it's possible to open up and clean it, but that's hard to do if you don't know what you're doing.. Doesn't look that bad tho..
