probably has to do with price and material usage, Scale composites uses mostly composite materials for it's space craft, SpaceShip One was mostly carbon fiber and what not as is SpaceShip Two, and the new Russian manned spacecraft to replace the Soyuz is also going to be mostly composite materials.
