No matter where that may be, anywhere in the universe, oxygen alone is not flammable, so no that steel wool was not burning up in pure oxygen. My guess is that it's oxy-acetylene.
Technically speaking oxygen interacting with anything is "burning," otherwise know as oxidation. That is not what most people think of as burning. In everyday language burning is understood to be fire usually, but again pure oxygen won't do that. It is an oxidant, not a fuel.
