Want a tip?
Draw with darker colors and use lighter colors to highlight details. This might feel hard to do, but when you're painting a digital picture you can manipulate layers with ease. So abuse that ability to temporarily highlight the sketch whenever you may need it.

Come on, don't say that. I know it sounds cringey as hell, but you've just gotta believe in yourself. All of your drawings will look terrible at first, but I guarantee you that you'll find yourself already progressing after the first month, or even half a month. I think the key is to just force oneself to draw. Maybe try focusing on very specific parts of the body first, rather than trying to do everything at once. For example, practice headshapes and faces first and after some progress, try hands, then torso, then legs and so on.
Everyone has the potential to get better. And personally, I liked your underwater drawing.
You can make it if you just try hard enough and force yourself, get through with the frustration and just a few weeks later you'll find yourself improving, automatically giving you enough motivation to keep on practicing. Then things will get a lot easier! The start is always the hardest part.

It's better in general, because you often have a limited number of lightsources. The larger the difference between dark and light color becomes, the more obvious the scene becomes.
It's a lot more easier way to create very spacey scene than using medium colors. Medium colors in any scene easily start to look like an crude akvarell painting. if you have the option medium colors should just be the transition colors; think of a rippling flag. It has limited number of simple base colors but they vary greatly as the material waves.
It's possible to make a great scene with medium colors, but it requires a lot of time and skill.
But before you start working on this, I would also suggest creating the background scene for this image. Because it will be really hard to color and finish this entire image without a reference. You don't necesarily need to know what's in the scene, but you need to know basic facts regarding the lighting which you will paint on this character. For example, is the character outside? Is it raining or is the sky clear? Is it morning, noon, etc etc.
