thats why when you create an empty folder, it is - bytes in size. The Folder as you see it, is metadata and since almost all folders look the same either as the Icon, or as a folder window, that takes up a tiny bit of disk space, but this is embedded in USER which is a component of Windows that draws windows, cursors, etc

in the filesystem it is better to call it a directory, and all those do is address data and pass those addresses to USER which represents them as files in a folder window. Unless you open the file, in which case something else has to handle viewing the data in a file such as msword.
