I've never doubted you, man. I can speak from my own experiences, though, and such low maximums make perfect sense. If someone were to commit exactly what we're talking about, it minimizes any potential liability on the company's part.
In richer areas, sure, there will be higher maximums, as criminals wouldn't frequent such areas in their day-to-day activities. In a hellhole like Los Angeles where crime is rampant even in nicer areas (unless you're lucky enough to live in Bel Air or Beverly Hills) it makes perfect sense, and that's what I have experienced.

You have about a 12 hour window once you start the first transaction.

1. go to a ATM. Cap on, sunglasses on, etc etc. Do not wear a fucking face mask you'll look shady as fuck. Max withdrawl is usually 500. Take that out, then try for another transaction. If it doesn't work then go on.

Next is low security stores that offer cash back. Most places offer up to 100. the card will get flagged if you do it more than 3 times past 300 limit. This is ALONG with your purchases. Keep it below 500 in total to avoid a flag on the account. If it clears you'll be golden.

3. after that 12 hr window, the cash limit will reset. This is where you gotta get crafty. GO TO A DIFFERENT ATM. try the card. If it does not work IMMEDIATELY, then get the fuck out. Most of the time, it'll be stuck on 'processing' if the card has been reported. The card will tell them where you are, and the police will be on the way. Dont panic. Drive away, wipe the card of finger prints and throw it out the window once youre far away enough.
