A more likely explanation is that it's an unintended symptom of globalization. Consider the world a mere 30 years ago; you had rich countries generally in the west, poor countries generally in the east and shit tier countries generally in Subsaharan Africa. People in western countries made a lot of money (relative to other places), but the cost of living was also high, which afforded a good lifestyle. Meanwhile, in the east, people made pennies per every western dollar earned. It was not uncommon to have the head of a household work for a month and make <$20. However, the cost of living was also extremely low in those regions, so relative to their own environment, that $20 was a fair wage.
Now that globalization has kicked in, the cost of living is a lot more uniform globally. Sure, there are a few hotspots like Tokyo and New York, where the cost of living remains extremely high, but in general, food products and other daily necessities cost about the same everywhere. Suddenly that $20 doesn't stretch enough to make life liveable, and the local isn't in a position to offer higher wages. This results in political instability and mass migrations to wealthier regions. And since westerners have had it pretty good for a long time, they're guilt tripped into accepting the migrants, who bring all their third world problems with them.

The other side of the coin is that a lot of educated immigrants show up with degrees in fields that either don't pay well or don't have many jobs available. A lot of the Afghans I work with ended up working in a linguistics department because the jobs they came for simply aren't available, for immigrants or otherwise. Some of them are pretty bitter about it now, since they're teaching Pashtu for a living as opposed to doing whatever they were trained in. Not our fault; once you're here, you compete in the job market with everyone else.
