Well that is shooped for starters. Next that actually lowers the collar bone not increases the length of the neck, which would be impossible without growing new vertebrae.
Stretching is not growing. All you're going to do is provide at best a temporary increase, at worst cause some major damage to the cells inside the penis potentially causing bruising, bleeding or other nasty things.
