The problem is the size of the image. It's too small to see if the light is artificial or if it comes from a window. If it comes from a window, the blue shade makes the white and gold dress look darker and more blue, so our brains compensate to see it as white and gold. If the light is artificial, then our brains know the light makes the dress appear yellow-ish and compensates so we see it as black and blue. If the picture was larger, the source of the light would be more easily identified and everyone would see it as black and blue.

If the reverse was done, where the image colors were blue and black and half the world said it was white and gold, it would be the very same false answer. The actual colors in the image are pale blue and gold, so it is correct to say the observed color, however if you are poor and have a poorly lit display outside with the sun in your eyes, it will appear black and blue.

Either way, the question is more of how do you interpret the image rather than the color of the dress.

Anything to get that banana shit to take down though.

Fucking dress, it was white/gold for me, but after seeing this gif its fucking blue/dark gold(and not fucking light blue, but Deep dark blue, clearly blue, it was white bluish before, and I assumed that lightning in the picture is fucked up..). FFS i dont know what to believe anymore..
