Actually, I got good grades until I dropped out because I was sick of waistcoats and berets and pretending that anyone can be an artist if they really like the idea that they are one.
Good art takes time, skill and a clear concept. It conveys a message unambiguously, because it is clear and concise visual language.
It doesn't have to be representational, but I agree with Tolstoy that an artwork is only truly "good art" when there is a tangible delivery of emotion from the artist to the audience. Pic related, for example.
Bad art is jumbled and messy, unskilled, clearly hurried, and is the visual equivalent of word salad. In the particular case of OP's pic, it is literally word salad.
The only emotion I ever pick up from Basquiat is a kind of schizoid, frightened bewilderment.

It's an opinion. I really doubt that you telling someone that what they see as art is actually "word salad" will change that opinion.
Art is something that by being exposed to it helps me focus or reshape my thoughts, endulge or accept another ones, that gives me a new perspective, makes me realize something, helps me get an idea of times past, clears my head or occupies it. Art to me can be anything, and quite often, art that does not meet my usual standarts of beauty or concept makes me realize more that something I think is beautiful or interesting right away. Art is food for soul and brain at the same time, for eyes or ears. Art can make you realize what you were about, what you are about, the concept of life or people, ages long before you.
But most importantly, art is binary, there is the piece of art itself, and it is basically meaningless to you, what it is and means is inheretly different from what it does to you.
The latter is the impact and relevance of art to me.
So yeah, that must sound crazy pretentious, but I really believe this profoundly.

Firstly, this is /b/. People come here for entertainment purposes. There are better places to discuss art, music, literature, you name it.
Secondly, I haven't read one (yeah, not ONE) relevant opinion in this thread. This is all about "I like this" "I like that better" complemented with images pulled out of the arse of the internet. Additionally, many people seem to have difficulties to distinguish art from graphic design, illustration and other forms of postmodern bullshit.
Thirdly, art, like music or literature, is completely irrelvant these days. Nobody cares for quality or content. Categories that used to be applied to art have no meaning in the 21st century. In other words: art is meaningless and so is this thread.

Mmm i can see that point as valid, but i disagree with it. To me art has two pinnacle functions, which are aesthetics, and emotion/meaning. A work that is pretty, but devoid of feeling is still pretty, it's pleasing and so fills the role of aesthetics and bringing forth feelings in the viewer. Yeah, I have no problem with the idea of non-representational art, and interpretive dance routines and interactive sculptures and all that jazz, so long as it is any combination of (a) aesthetically pleasing, (b) emotionally evocative, or (c) transmitting a clear message.
For example, I can appreciate Dadaism for the comment it was making, but Warhol and the Pop Art shite just strikes me as unnecessarily irreverent. As in, Dada was about challenging the VERY present and well-established elitism in art at the time, but when Warhol came along, there was no culture of elitism left to challenge, so his message was lost/retarded.
We'd already had decades of art that was deliberately unlike anything that had ever been considered beautiful before, what the hell was he trying to say with Brillo Boxes?
So, in a way, it's a shame that Dadaism and subsequent modern movements were so successful in destroying elitist culture in the art world, because the pendulum has swung the other way completely since then, and it's going to be really hard to try and kick off a trend of challenging the art world by actually being talented and taking time over a work.
