well systematically speaking literally the government at some point or another has tried to stop black people from achieving all theses things IE segregation, the white flight, the war on drugs and racial studies its not that easy to just fix a culture that has been literally soaked in violence and pushed away from education im black and i dont do any of that shit but racism is still very real and prevalent
