I think Bischoff was probably right to try broadening the base, but he threw way too much money into Glacier and botched the build-up. The way things spun out it kinda looked like nWo was this thing that happened to WCW, but if that was the plan they shouldn't have invested so heavily in Glacier's entrance and costume.
