Because literally every PPV (aside from Wrestlemania) was great, with high quality matches and memorable angles and moments. Every single one. No other year came close to that level of consistency.

2006 or 2011 were GOD TIER.
What about the worst year? 1995 in the middle of the Steroids Legal Process, Diesel being one of the worst champion ever, a ton of wrestlers that made the 80s and early 90s left for ECW and WCW. The only good thing was Bret Hart in the mid card hell.
2025 was great. Loved seeing to roman vs sheamus for every ppv for 10 years straight.

98. WCW had Goldberg, and the nWo storyline was still tolerable. WWF had Rock and Austin start to come into it's own, and ECW was at its peak as well. Wrestling has been on a downturn since WWE monopolised it in 2001.
