For however much clever booking can help or augment people's strengths, strengths have to exist in the first place.
Usos have no particular strengths other than the five moves they do.
And even those they do fairly sloppily despite their matches being nothing but them.

The point is that the booking of the Usos makes it so they dont enhance other talents.
Look at The Club. A team of suposedly badasses that should be steamrolling a team like the Usos and instead their Usos feud made them look like they are barely above them and are near equals.
Usos dont put talent over and when they do no one looks good either.
