Pretty consistently since he joined the company, when you view his TV time, importance given, and general levels of publicity.
TNA title

This. He's been around the main event scene since 'mania. While his Battleground match may sound underwhelming I assume they just don't want to burn out his feud with Cena before Summerslam.

Yeah, smart play in the long-run. Though, I have my apprehensions about putting two goofs like Enzo/Cass in such a prominent time-slot considering how lackluster they are in the ring.
Enzo's career is gonna end very abruptly.

They're being paired with Cena to be buried like Ryder was

big cass needs a little bit more work but hes got the tools to be the next good big man. Enzo is going to struggle to be anything else other than a manager or a santino level spot as a comedy wrestler, but honestly the santino level spot for enzo would be just right, but santino was actually a solid wrestler though.

I doubt it, considering the positive, encouraging treatment the pair have been getting on television.
It's just to get fans more-firmly behind Cena. The prime-time PPV slot for E/C is a nice benefit for them that I doubt really even crossed the WWE's mind.
