They're WWE refs, they can't do anything that'd ruin the suspension that these guys are taken down in one hit and out long even for all the heel doings to go on. If they could break up the brawls then it'd make them going down because Cena brushed into him lightly or hit him with a guy's foot during his finisher set up even more unrealistic than it already does.
