"No one in the WWE is over" is a clickbait-tier statement to head that off with.
But he's right that they can't build anyone up. It's either a main event, forced-as-fuck hotshot, or an inconsistent midcard push that marks are afraid to rally behind, because WWE may forget they exist for weeks at a time or drop their stories outright.
