Paul is a decent booker, I wouldn't really consider him a booking genius. He created the "attitude" style, which Vince and Russo copied and made mainstream. With Paul it was a niche, plus it didn't stop ECW from going bankrupt. Hes a pioneer for a style that was very successful for its time and a good booker

Back in ECW he was pretty damn ahead of his time bringing in an edgy (good kind of edgy) feel to pro wrestling before both NWO/Crow Sting WCW and Attitude Era WWE did them. Not to mention that before a lot of the more talented wrestlers started leaving to WCW or WWE for bigger paychecks Paul had provided an environment with good storylines, cool technical wrestling, and hardcore wrestling.
When he did booking for Smackdown during the Ruthless Aggression era it was really the only thing worth watching WWE wise from that time. The cool thing about RA era WWE is that it is this really cool combination of over-the-top characters/stories in terms of what WWE used to be combined with the more higher wrestling quality that we see today. Every one of the Smackdown Six brought their own style of interesting wrestling and character.
Granted that your pic shows that during his time in OVW the only main standout was CM Punk. But he was only there for one year. Not to mention that before him guys like Daniel Bryan and AJ Styles were also in developmental and not given the chance they deserved. Paul making a case for CM Punk back then is a big reason those guys have done better in a mainstream setting like the WWE, and also some of those NXT guys, too.
Paul definitely knows his shit, both in a booking sense and in giving a good promo, too.

Outside of the Dusty finishes Dusty was pretty good. He had a good teacher with Eddie Graham who ran Florida. Bill Watts and Kevin Sullivan also learned from Graham.
