In Brets book he says that Shawn lobbied for Bret to win the IC title from Rock (so it would bury Rock and keep Bret out of the main event), and also says that HHH lobbied for himself to go over Rock
Rock stated that "many main eventers and top guys" tried to get the 15 main event changed. Shawn wasn't active then, but he was still in Vince's ear, and I can't see Taker/Foley etc trying to get it changed.
