The Fingerpoke of Doom was the first of the crazy things, but WCW still had a lot of weapons to tie up with WWF again. They didn't.
Hogan by 1999 should have been dumped. People were tired of him (again), of the NWO and so on. It was the right time to push Booker T (instead of 1 year later and things had degenerated quickly).

It's one of many blunders WCW made. Almost everyone that knew anything about the business in WCW (but didn't have any power) knew that burying Mick Foley was a stupid idea. Tony Schiavone even called Mick Foley directly after the show to apologize for his commentary which Bischoff had fed him.
It's one of the most decisive victories for WWF over WCW, while WCW still had a chance.
