Zack Sabre Jr. and Ibushi both have international recognition, but WWE already has one active japanese mega-star (Nakamura) and Itami is back soon. So I would say Zack is more likely.
The tiers of likeliness of winning go like this:

2. Zack Sabre Jr.
3. Ibushi

They're doing this because it's going to be a way to make money and buzz from tryout matches. The only guys signed out of all 32 are Swann, Ciampa, and Gargano.
The rest of them are notable indie/lucha/puro names or relative unknowns scouted from all over the world. Guys like Cedric, Gulak, Tozawa, Dar, Metalik (known as Mascara Dorada in CMLL), Perkins, Sabre Jr. and Ibushi have sizable fanbases, while many of the actual Literally Who names are scouted from places like Germany, Hong Kong, France, Italy, Australia, Brazil, etc. Then Kendrick/Tajiri have ties to the company, and obviously Ariya's brother has worked for WWE before.
Pretty good lineup, all things considered. Gonna guess ZSJ/Ibushi/Metalik/Gargano/Ciampa/Tozawa/Cedric make Top 8, with the 8th spot as a wildcard.
Tozawa vs Ciampa and Ibushi vs Metalik would be fucking fire matches.
