Cena always had a legit large fanbase that belived in him. He was popular in 2004 before even winning his first US title. He was very popular in 2005 and 6. Only in 2007 fans started turning on him and even after that he had good feuds with Edge and CM Punk that helped his credibility.
Roman on the contrary was never popular as singles. People liked him as part of The Shield.
