It's a slightly different thing. Even the guys who absolutely loathe Roman want him to stick around long enough to get (in their view) rightfully buried by better talent.
XPac's reaction was just "why did you make us pay to see this shit again? He wears a leotard and does a bronco buster, and not one of his feuds has ever developed meaningfully or ever gone anywhere".

It depends on how long WWE continues to book him like this. Part of the reason X-Pac heat became a thing is just how long he kept showing up, winning with the same shit, being the same character, and not being involved in interesting feuds. It's been maybe two years for Reigns. Still too long for a guy being pushed so hard with such little success getting over, but not quite X-Pac level yet.
