Jericho has been pretty consistent about only wanting to come back to use the Y2J name to put over others. Winning the MiTB would destroy pretty much everybody in the competition and put Jericho in the place to win another championship, which for him would be completely superfluous at this point. Once you get into the 10s it all just becomes another number.
Owens is probably who they're going to let win, since they seem intent on pushing him as one of the company's new top heels.

I want to see Ambrose win it. Hold it for the whole a while, constantly teetering on hell territory, looking for opportunities to betray Ramen because he's so CRAZY. Then once Rollins comes back and demands a title match, Ambrose cashes in on whoever wins the match and takes the belt for himself. He holds the belt as a heel until Wrestlemania, shield triple threat match gets set up, Reigns buries Ambrose and wins back the title. This way Ambrose gets his one WWE championship, we get the Shield triple threat at WM, and Reigns still comes out on top. Everyones happy.
