mother fucker held the NWA title for 5 years straight at some point, defending it 8 times a week going from territory to territory in 60 minute broadways. I have seen only a few of these matches but the mere feat of not dropping the title under this workload is insane.
but for best in ring in terms of being a great wrestler would have to be a triple threat between HBK/Benoit/Angle/Foley/Undertaker depending on your style.

It was Chris Benoit. And it killed him. Nobody was faster, hit harder, had more technical mastery, made it look more real than Benoit. Not even men like Misawa or Kobashi. And the paid the price for it. His family paid the price. The whole industry paid the price.
When he died, wrestling died with him. Hasn't been the same since.
For American wrestlers, these would probably be my guys. I can watch about any of their matches and be entertained*
*with Kurt it's more difficult because the injuries really slowed him down. If Kurt hadn't had the neck problems that kept creeping up ever since he fist broke it competing for a gold medal, as well as the other many injuries, Kurt would probably go down undisputed as GOAT. Kurt was that good. How good he became only in his first few years it takes some guys a decade.
I'd also consider Benoit, Eddie Guerrero, Daniel Bryan, Bret Hart, Curt Hennig to be up there. And when it's said and done, AJ Styles will belong in that class.
