In this modern market no, you're loosing kids and advertisers (I know HBO is premium, but still probably requires some placement somewhere).
Theirs no reason to make it TV-MA as they'll probably push it to it's boundaries which workers don't want anymore due to safety and the "edgy" content doesn't fit in with the times, wrestling now focuses on matches with a great story/production and entertainers.

Everywhere, you got to look presentable on TV. If a storyline and a match is good, that varies and is subjective. But if you want to know, Lucha, NJPW, and TNA.
NJPW's whole entire presentation is a snipped down show that gets the best matches and tries to venture out to an American crowed.
With TNA production costs is a huge factor in their budget and is kind of what is draining them at the moment along with the many other things.
But it's all to do one thing. It's to keep your viewer interested and solidify your product. Besides "Not an established core fan base" Why do you think the indies don't appeal to a general audience?

Another thing some of us saw was execs laughing at old footage of wwe house shows and the things wrestlers were allowed to say to crowds. One was a clip of Steve Blackman telling a crowd how he was going to beat the shit out of all the men, then rape their wives and make them hold his balls when he does it.
WWE is dead without any serious competition. And HBOW has a nice ring to it. Hope they come up with something.
I'm actually hoping that LU does nudity at some point or even a sex scene but they most probably can't due to their time slot and I'm sure the talent wouldn't be comfortable with it.
