Because there aren't enough established guys to make a three hour Raw with half a roster anything more than twice the embarrassment it is even now.
Put some more people over as credible top-tier contenders. Make the IC a reasonable primary title for Smackdown. Make the US a reasonable secondary for Raw. Potentially even cut an hour off of Raw.
Then come back.

But that's the problem.
You can't make established guys when Vince has turned WWE into the Roman show.
With a split roster the one without Roman on it can have multiple wrestlers do more, not just be spot monkeys and have them show their stuff.

So basically do what they did when Triple H was in Reign of Terror. Have Trips/Reigns bury people on Raw and have Smackdown a safe haven for good shit.
SPOILER ALERT: After the brand split, Roman would be THE guy on the A show, Raw. If Smackdown, for any reason, even came close to overtaking what they've already predetermined to be the better show they'd make every effort to cut it off at the knees.
Its been done before. You can't make your own WWE vs WCW when you're in control of both and refuse to let WCW succeed if thats the way the audience decides to go.

Smackdown was the fucking tits at the time. While Raw will be Vince's cesspool Smackdown would be free to have actual creative license and do things based on the fact that Vince really doesn't care about the B show.

>Smackdown pulls double duty as the developmental brand but in kayfabe is seen as an equal brand to Raw
NXT already has it's own rosters, own storylines, own titles. To the casual viewer there's really no difference between a WWE and an NXT show. If the WWE treated NXT main eventers as equal to WWE main eventers and the titles equal to WWE titles, there would be almost no difference between modern day NXT and brand split Smackdown at it's peak.
