But Bischoff gets WAY too much shit. His biggest fault, supposedly, was contracts. Other than that he did a pretty darn good job of flipping the company around to being the top promotion in the world. The executives above him are really what started fucking things up. They are the ones that ultimately canned WCW after the AOL/Time Warner merger.
Fact is their ratings at the lowest were where RAW is today. And by the very end they were starting to make a sharp turn around after Russo/2000.
Listening to what Bischoff says today about how he would have done a complete makeover if he'd been able to purchase it makes it sound like he knew what to do. But did he know at the time? Who knows. The big problem, though, is even he'd been able to purchase it, they would have had no tv deal.

This. He had a second chance and killed a second promotion. Bischoff is wrestling's biggest meme. Jericho, Benoit, Guerrero, Booker T, Misterio, Big Papa Pump, Goldberg, Sting, and Hart could have been a match for anything WWF could have thrown at them, but Bischoff and WCW squandered everything they had so they could jerk Hogan's dick a little more.
WCW wasn't worth buying without some sort of distribution deal in place. It was doomed to fail from that point forward.
If TNT committed to keeping them around in spite of the plummeting ratings it would still be around today, though probably a shambling shell of what it once was ala TNA. When you don't have distribution, you're as good as done; see ECW.

If they had a TV deal and Bischoff got it, WCW might still be around. They would have had guys like Nash and Hogan waiting out their Turner contracts for free money and been forced to do something new. Probably operating below prime WCW levels but above TNA or ECW levels.
