He literally caters to all demographics with his personality, gimmick, good ring work, and his presumed stable: The J.O.B. squad that could get NXT and midcarders the time they deserve in an age of infinitely repeating the same matches week in and out.

When you watch his pre-WWF matches, you see that about half his moves are reverse-moves. He's a very generous wrestler, and half the time is working to put the other guy over - he can reverse his own moves for you if you're not up to it.
A guy like that arrives in Attitude-era WWF, when most of the top names were mic-workers and barely able to carry off a Samoan Drop, and it's easy to see why he was hired just to "do the job".
That said, he came up with the JOB Squad gimmick himself, which is a bad idea. Not that he'd know it at the time, but a stable who was basically unionising wrestlers and demanding creative rights for jobbers was probably quite a terrifying idea for managers in the Monday Night War period.
Snow's own shoot interviews seem to show that even in his own words, most of the bookers saw him as a potentially difficult guy to work with backstage.
