Cesaro is in a weird place on the mic, where he very occasionally displays charisma and nails his lines, but he much more routinely botches or stumbles them.
For entirely different reasons, I'd put him and Roman on the same level on the mic. Roman is a little more poised and composed out there now, he doesn't trip up over himself nearly as often, but he has never shown any charisma.
Cesaro does make mistakes, but every now and then you get a glean of character and personality.
I think Cesaro has more to work with in that regard. They need to get the guy in some promo classes and help him bring that personality to the forefront.
