It's just because the audience doesn't know how to give a damn about either guy. Apollo Crews is just some magic negro dropped on the main roster with no explanation or interesting qualities while Cody has been stuck in jobber hell so long that no one cares about him anymore. It's sad because they're both fine workers, and Cody himself is amazing. But the crowd just had nothing to bite onto there.
The problem with the Stardust gimmick is that it's exactly the same as Goldust's gimmick. The only saving grace of the gimmick is that Cody is enough of a great actor to make it entertaining in spite of how low on the card he is and how little attention Creative is paying to it.
