You have to look at how they angle and promote these guys. They pushed Reigns as the Face of the company, the genuine, legitimate Face, as they did with Cena.
Of course he's going to draw better and cultivate more of a buzz around himself when the WWE is heaping that buzz on him.
Not saying they didn't invest in Rollins, but not to such lengths.

Rollins is weird because he portrays a Heel very well through mannerisms, but can't promo to back it up, and can certainly wrestle to back up a Face persona.

That was the buildup of ONE PPV in his 7 month reign. Rollin's reign told some great stories when he feuded with Ambrose, Brock, Cena and Sting, and the feud with Reigns probably would've been great too. They really just handled him wrong. Hardly any heel champion would draw if they got pinned every other week. It's a story that seems like it should be shorter, but is really bullshit, because of how long it goes.
