Having Finn join Gallows and Anderson now would be fucking stupid anyway. It's already hard enough to introduce 2 new players in the company, now add to that introducing established NXT talent alongside them and on top of that Finn would be playing a different character he played his entire run in NXT and join a stable of two new guys he has no kayfabe reason to join. If they really are planning to join Finn with those two then they should wait until Gallows and Anderson are already established characters in WWE.

The Shield joined in NXT back when NXT really was just developmental, before that they were just some guys from FCW, it's a lot easier to just change gimmicks around and join people up under those circumstances. Something involving Finn Balor and the Bullet Club is of much higher notoriety, you can't have the guy who's been the face of NXT for a long time change his gimmick so much out of nowhere the second he steps in the main roster. Also that does not address the inherent difficulties of introducing not one new guy, not a new tag team, but a new entire stable right now. It's much safer to move Finn up further down the line while on the other hand Joe is a very easy move, just have him show up on Raw and fuck someone up, done.
