I think the reason you aren't allowed to wear a gi is because it gives your opponent an advantage. They wore gis a lot in the early days. There were a lot less rules back then and it was pretty messed up.

Some techniques require grabbing on to your own gi, plus it creates friction and makes it harder for your opponent to slip out of your grip.
I'm not saying it should be compulsory, I'm saying it should be optional. And the gi top and gi pants should be considered separate, so you can go gi top with shorts, gi pants with no top, just shorts, or full gi.
Gives you an advantage, and also a disadvantage at the same time. That's how a lot jiu-jitsu promotions do it.

12 to 6 elbows is actually a holdover from a sort of martial arts FEAR brought on by the fact that 12 to 6 elbows are what karateka and other martial artists used to break bricks for spectacle. There is nothing more or less inherently dangerous about a vertical elbow vs a horizontal elbow other than bad optics
I am also keenly away that any combat can lead to death or serious injury, but the first to you listed are definitely excluded for good reason
