Yes, you can start earlier if you want to watch the wrestlemania build but It's best to start watching Raw weekly after KOTR for those daily Stone Cold Shenanigans.

They've drastically expanded their raw and smackdown library from what I understand. They still don't have all episodes up but all of the raws from the 90s are there.

WWE Network have all RAW's from 90's until today. Same goes for PPV's.
Didn't bother to check about 80's, but I think still there is it since all wrestlemania exists in HD. I think same goes for WCW.
