Good question! You've made me dig up the answer, our reptiles lectures seem so long ago!
They are there to allow for secretions of pheramones for the attraction of mates/to mark its territory. (For example geckos will taste the secretions by flicking their tongue- and if two males meet, they tend to fight. Or, iguanas have a cool feature where the secretions absorb UV light- making them visible to species able to see the UV spectrum.)
As for why males have them- evolution, there are quite a few species of reptiles that have them - and the sexes vary wildly, for example with iguanas both sexes have them.
