Most dogs are happier inside with their people. My border collie follows me everywhere, even if we had a dog door she wouldn't go out without me.
Some breeds have jobs to do outside, like livestock guardians. They need to be with their flock to watch over them.
Outside dogs can be fine if given a job or if you are outside with them a lot.
If you have an outside dog but are rarely outside with them then fuck you and your animal neglect
