Actually, dogs bark to let people know that it's time for Suhur and that they should get ready for the morning's fasting during Ramadan.

You should give the dogs some money so that they understand your household is awake and go somewhere else. Some particularly obnoxious dogs will continue barking until they have gotten their tip.
