Because on a 200mm macro lens at minimum focus even a little bit of breeze can move the subject slightly (or more) out of focus, not to mention the AF focused on the wing area because the head was mostly in cover.

It's not a real macro lens but a 70-200 zoom with shorter minimum focus distance than normal. Kind of a pseudo-macro.
My budget isn't big enough for a decent macro lens.

Just get any entry level DSLR with a telezoom lens that goes from 50mm to 300mm. On shutter priority at 1/2000s most birds get frozen.

my lens is 18-55mm, it's pretty decent, but you have to get close to make it work.

Get the telezoom lens, EF-S 55-250 if Canon or the AF-S 55-300 if Nikon.
There is really not much way around it, you need the long lens for wild animals.
