Paracord. You can tie nice strong knots at the end, melt it with a lighter so it doesn't fray. Tie knots at random intervals for nice big bite or claw points. Just cut a 3 foot length and tie some knots and your good to go. Takes a while to get torn up so a spool will last you ages and it's dirt cheap. One of my cats plays fetch and the other just likes strings. Fetchcat will walk back and forth in front of the other until he chases it. Fun stuff.
